Public Communications

When disaster strikes, lots of people respond, including individuals, grassroots and ad hoc groups, local nonprofit and community groups, VOADs, businesses small and large, and a wide range of government agencies.  Every autonomous group (and most non-autonomous ones) need to communicate with the outside world—sometimes as an individual group, sometimes as a participant in a broad disaster relief network, and sometimes as both.
